SUMMARY OF POSITION:

IREX seeks Russian citizens applications for the position of Project Coordinator for HIV/AIDS Initiatives under the Assistance to Russian Orphans (ARO) Programs. ARO, a four-year $8 million program funded by a grant by the United States Agency for International Development (USAID) and co-administered by IREX and the National Society for the Prevention of Cruelty to Children (NSPCC), uses a comprehensive array of technical assistance and grant support for child welfare reformers in regional Russia to develop innovative models of abandonment prevention and family-based care for abandoned children. The ARO program upholds USAID's commitments to promoting sustainable social sector reform and the growth of self-sustaining non-governmental organizations.

The ARO HIV/AIDS Initiative will strive to develop new models of preventing the abandonment of children born to HIV+ mothers, lower social stigma of HIV+ children, and increase the level of social service provided to HIV infected/affected children and their families. Through institutional grants, training programs, and technical support, the ARO HIV/AIDS component will build the foundation for sustainable and long-term HIV/AIDS programs addressing abandonment prevention, regional and federal ministerial policy reform, treatment, and education for health professionals and the public.

The Project Coordinator will direct and oversee all operations pertaining to several HIV/AIDS projects while reporting to the Senior HIV/AIDS Program Coordinator. The position will be based in Moscow, Russia, but will involve significant travel through the Russian regions.

RESPONSIBILITIES AND DUTIES:

  • In cooperation with ARO and USAID develop component work plan, operations schedule, budgets, and resource needs for projects; participate in planning strategies to ensure future sustainability of the projects;
  • Represent ARO at conferences, with donor organizations, among HIV/AIDS NGO community, and with governmental officials, as necessary; represent projects in mass media, upon necessity;
  • Coordinate project proposal writing and application, strategies, work plans and assessments; project development, processing, implementation, monitoring and evaluation; administrative support for the HIV/AIDS project operations;
  • Maintain regular communications with all project members throughout various departments, consultants and subcontractors and ensure that timely and complete financial and administrative support is provided;
  • Enlist and coordinate all required support from other donor/partner organizations and international coordination teams;
  • In cooperation with international agencies coordinate pilot researches related to HIV/AIDS and child welfare in regions; establish and maintain close contacts with grantee organizations in regions, local government officials and scientific/scholarly leaders;
  • Work within the program to improve the integration of and interplay between focus research and programming, such as through tracking innovative outside research and projects, participating in meetings, program design, and/or contributing to proposals based on interest and availability

QUALIFICATIONS:

Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to adhere to deadlines, and willing to travel extensively within Russia. Other specific qualifications should include at the minimum:

  • Higher education, preferably in social welfare, health;
  • 3 years postgraduate experience working in a management capacity on technical assistance/training/grants programs in social sector and/or health care reform projects;
  • Ability to manage multiple activities dealing with complex issues related to project implementation and outreach simultaneously;
  • Good understanding of strategic communication principles and practices;
  • Good experience in designing and conducting qualitative research;
  • Excellent interpersonal and organizational skills; ability to negotiate with local and foreign experts, local government officials to ensure the successful completion of project activities;
  • Good understanding of the HIV/AIDS crisis in Russia and both Russian and international health and social welfare sectors;
  • Knowledge of computers and relevant software (MS Office, Excel, etc.);
  • Good command of written and spoken English.
